Case Study Background

Central Bedfordshire Council's Closed Circuit Television (CCTV) scheme helps reduce crime, nuisance and anti-social behaviour and assists in securing arrests and prosecutions.

Their cameras are located in town centres, car parks and several smaller retail areas.

The Council records images from control rooms in Dunstable and Stevenage. Cameras record 24 hours a day, 7 days a week. Images are retained for 21 days at Dunstable and 28 days at Stevenage.

Central Bedfordshire Council also operates several redeployable CCTV cameras placed in hot spot areas where static CCTV does not exist. Residents are always contacted before the deployment of a mobile camera.

The Problem - Short-Term CCTV Loans to Town Councils

Central Bedfordshire Council maintains public safety via the effective deployment of Redeployable CCTV Cameras.  They tackle anti-social behaviour, fly-tipping and environmental crimes utilising several WCCTV 4G IR Speed Domes connected to their central control room.

Central Bedfordshire's CCTV team can view live and recorded footage from WCCTV's redeployable CCTV cameras using their existing control room, as WCCTV's cameras integrate with their existing video management platforms.

Having invested heavily in a state-of-the-art control room, Central Bedfordshire has been able to support their surrounding parish councils, who need for one or two redeployable cameras to cover local hotspots.

These parish councils do not have the infrastructure or capacity to monitor their own cameras regularly, nor did they have the required CCTV legislation experience to allow them to establish an effective deployment programme.

Therefore, the local Parish Councils collaborated with Central Bedfordshire, enabling them to tap into Central Bedfordshire's expertise and CCTV infrastructure. At the same time, Central Bedfordshire CCTV established an additional revenue stream for the support services provided.

The Solution - Redeployable CCTV Cameras

As Central Bedfordshire is a predominantly rural authority, WCCTV’s redeployable, portable cameras have allowed the Council to respond to problems in remote locations where fixed static CCTV systems are not an option due to the cost of installation and backhaul of data.

Furthermore, the flexibility of redeployable systems allows the Council to respond quickly and in a cost-effective manner to changing requirements.

Following these successes, Woughton Town Council also purchased WCCTV's 4G IR Speed Dome cameras, which are now being monitored and supported from Central Bedfordshire’s control room. Woughton benefit from having access to a robust CCTV infrastructure, whilst Central Bedfordshire can generate a regular income.

The Result

and have been able to provide reassurance to residents that their concerns are taken seriously by the authority whilst generating
additional revenue for the council.

One notable incident meant that we were able to use a WCCTV camera to record a robbery at a shop and use the footage we gathered to assist the police in arresting the offender.”
